Over the past sixteen months Natural Resources Canada (NRCan) has conducted a consultation process with Participants and key stakeholders to develop a new version of the technical specification for ENERGY STAR qualified windows, doors and skylights sold in Canada. NRCan would like to publicly thank everyone who has taken the time to work with us or submit comments over the past 16 months. The results of the consultation process are as follows:
NRCan will not be processing any model submissions between September 23 and October 1, 2010. All models posted as of September 23rd will remain posted for use by the web search engines until October 1st. After October 1st, this data will be archived and posted on the website in Excel spreadsheets until October 1, 2011.
Effective October 1, 2010:
The maximum U-factor on the ER compliance path will remain 2.00 w/m2 for all zones for both windows and doors. The U-factors in imperial units will remain in the qualification tables at the request of manufacturers who certify through the U.S. National Fenestration Rating Council (NFRC) certification program.

Effective October 1, 2010:
The listed standards will initially include the CSA-A440-00, the AAMA/WDMA 101/I.S.2, the AAMA/WDMA/CSA 101/I.S.2/A440, the CGSB 82.1 and 82.5 standards. Retesting for structural performance may be necessary as older standards are phased out.
Energy performance testing or simulation to either the CSA or NFRC standards will continue to be required for all product models. Retesting of registered models for energy performance will not be required due to the specification change although manufacturers may wish to modify and retest models to obtain a better qualification.
Effective October 1, 2010:
The date of October 1, 2010 has been chosen to allow industry more time to adapt to this requirement. The current requirement for the certification of all window, door and skylight models for their energy performance to either the CSA or NFRC standards will remain.
Effective October 1, 2010:
There were many comments from industry which indicated that the September 1, 2009 deadline for mandatory labelling was too soon and that it made more sense to coordinate the labelling effective date with the effective date of the new technical specification. However, NRCan strongly advises manufacturers to at least begin labelling with the Fenestration Qualification Label (FQL) as the per the existing guidelines as soon as possible to support of the many grant and incentive programs now available.
Manufacturers should also contact the agencies who certify their product models for guidance on how to meet their certification labelling requirements.
In the next few months, NRCan will be asking all current participating manufacturers to complete, sign and submit an updated Administrative Arrangement. All current arrangements will expire by October 1, 2010. Manufacturers that do not sign a new agreement will be delisted from the program. NRCan will notify manufacturers when the new arrangement is available on the website for downloading.
In the initial part of the consultation process, NRCan proposed more stringent levels in a Phase Two to be implemented in a 3 to 4 year time frame. This was in response to numerous comments from industry that they would like to know well in advance of any specification changes for planning purposes. NRCan has decided to continue its research and analysis into the viability of a Phase Two criteria change and will keep the industry informed throughout the process.
