Publication of Regulations Amending Canada's Energy Efficiency Regulations

Amendment 10 to the Energy Efficiency Regulations was
registered on December 12, 2008 and published on December 24, 2008 in the Canada Gazette Part II.
This is the first of three planned amendments to the Energy Efficiency Regulations to deliver energy, greenhouse gas and air pollutant reductions as part of Canada's Clean Air Regulatory Agenda.

Summary of affected products
The amendment is intended to:
- Increase the stringency of existing minimum energy performance standards (MEPS) for some currently regulated products:
- Introduce new MEPS and associated reporting and compliance requirements for six products:
- Introduce MEPS for general service lamps (common light bulbs) in 2012;
- Require consumer energy performance labelling with energy use in watts, lumen output and hours of use for most common lamps:
- General service lamps (medium screw-based lamps for general use),
- General service incandescent reflector lamps (PAR, R. ER and BR lamps),
- Compact fluorescent lamps (CFLs).
The new MEPS are effective immediately except as listed below:
- residential gas furnaces – December 29, 2009,
- residential dishwashers – January 1, 2010,
- ceiling fan lighting – January 1, 2010,
- general service lamps – January 1, 2012 for high lumen output and December 31, 2012 for low lumen output; as well as
- CFL package labelling – June 1, 2009.

This amendment to the Energy Efficiency Regulations was pre-published in the March 29, 2008 edition of the Canada Gazette Part I for a period of 75 days during which all stakeholders were invited to comment. Comments were received throughout this period and there were some changes to the amendment in response to stakeholder input.
